When the scripture is speaking of the great cloud of witnesses, What is that referencing?

The simple answer is that the cloud of witnesses (mentioned in Hebrews 12:1) refers to all the people mentioned in the previous chapter (Hebrews 11) who accomplished things “by faith.”
